The Hydrogen and Renewable Energy Act Register provides public access to documents as required under the Hydrogen and Renewable Energy Act 2023 (external site) and associated regulations.
The register must contain the following:
- Licensee or permit holder details including:
- Licensee or permit holder name
- Licence or permit term
- Licence or permit conditions
- Licence or permit area description
- Certain licence dealings including transfer, assignment, and whether it is held subject to a trust.
- Any other information the Minister considers appropriate.
- Environmental impact report (EIR) and statement of environmental objectives (SEO) for each licence or permit.
- Information required under the Act.
- Any other information prescribed by the regulations.

Adoptable statements of environmental objectives (SEOs)
Subject to Section 62(4) of the HRE Act, the Department for Energy and Mining (DEM) has prepared adoptable EIRs and SEOs to streamline the approval process and ensure consistency for certain renewable energy activities undertaken within South Australia without detriment to protection of the environment. These adoptable SEOs are set out under Regulation 35 of the Hydrogen and Renewable Energy Regulations 2024.
The activities covered under these adoptable SEOs are deemed similar in nature, scope and footprint and the potential environmental impacts are well understood.
Proponents that elect to adopt an EIR and associated SEO from the list below must demonstrate that the proposed activities (project) is within the scope of the EIR and must provide an assessment against the objectives, assessment criteria, and leading performance criteria set out in the SEO to demonstrate that all relevant objectives will be met.
DEM have prepared a guideline for each adoptable EIR and SEO to assist proponents with their application.
