New Cross Border Travel restrictions for domestic travellers entering South Australia from New South Wales – effective 21 December 2020

In response to the New South Wales Northern Beaches COVID-19 cluster, a new Emergency Management (Cross Border Travel No 25) (COVID-19) Direction 2020 came into effect in South Australia at 12.01 am on 21 December 2020.

The new direction revokes the Emergency Management (Cross Border Travel Number 24) (COVID-19) Direction 2020.

Key points for industry

Anyone who has been physically present in the Northern Beaches Council local government area from 11 December is prohibited from entering South Australia.

The following areas have been identified as a High Community Transmission Zone (HCTZ):

  • the Greater Sydney Region in New South Wales (other than the Northern Beaches Council LGA) from 11 December
  • the Central Coast Council local government area in New South Wales from 20 December
  • the Wollongong City Council local government area in New South Wales from 20 December.

Essential Travellers in the resources and energy sector (‘Specialist workers in essential sectors’) who have been in a High Community Transmission Zone from those specified dates, but who meet the ‘work is time critical’, ‘skills otherwise not available in SA’ and ‘must be physically present’ tests may enter South Australia.

Specialist workers in the resource and energy sectors from High Community Transmission Zones must wear a surgical face mask covering mouth and nose in South Australia at any time that they come into contact with the public from the date of their arrival in South Australia for 14 days not counting the day of arrival.

These specialist workers from High Community Transmission Zones must retain records of close contacts from the date of their arrival in South Australia for 14 days not counting the day of arrival.

Workers from outside High Community Transmission Zones, whether from New South Wales or any other jurisdiction, may fly to South Australia through Sydney Airport provided:

  • travel to the airport does not involve stopping in the Northern Beaches Area of Sydney or High Community Transmission Zones in New South Wales
  • the worker is present at the airport for no longer than two hours, and
  • the worker wears a face mask for the entirety of the time they are in transit.

All people entering South Australia from New South Wales must submit to a COVID-19 test within 24 hours, and on day five and day 12 unless they leave South Australia prior to those timelines.

All travellers coming to South Australia are required to complete a Cross-Border Travel Registration. To limit South Australia and industry’s exposure to COVID-19, it is strongly recommended worker movements from these elevated risk areas in New South Wales are avoided at this time.
